When I put these in my ceiling fan and turn it on the bulbs flicker?

These are dimmable bulbs and need a dimmable switch. Does your ceiling fan have a dimmable switch? If not, you should get regular bulbs. Hope this helps.

Will these bulbs work in a touch activated desk lamp?

I don't know, but I can't see why not!
