is it ok if it develops green fungi on it?

I wash them when the green stuff appears. Also the filters.

After the first few months of use, it's like I have to clean it every few weeks. Does that mean our water has more in to filter out?

Not Really,if you're using tap water. The manual recommends lightly cleaning it once a week (whether it needs it or not). (For faster filtering after cleaning) then let it dry for 45 min. to an hour and fill. I use R/O (filtered) water in mine and I still have to clean the Ceramic Pre-Filter. The cleaning is just apart of owning this unit and your water is pretty clean if the filter doesn't clog for months (or weeks). If you are using an R/O system at home to filter your water, then it might be getting close to time for you to change out your R/O filters. Hope this helps.

Does this pre stage filter require any maintenance or is good for a year as it states?

Every time you clean your santevia water system you need to clean the ceramic pre-filter. So if you follow the instructions from the set up process. You will clean this ceramic filter the same way every time you clean your system. If the water from your tap has a lot of algae in it you will have to scrub it off. This process will make this ceramic filter thinner and thinner. I have a lot of algae in my tap water, but so far the filter had lasted a year.
