Can you adjust the length of the pins?

We needed a longer pin for a certain application and contacted AeroCatch in England. They said that they (incredibly) had only one length. We had to make our own

Do the fit on a scion tc 2007?

These are Universal fit, as long as you have a mounting point for the pin to be installed on.

They will fit any car, year, make, and model. You need to follow proper installation instructions to ensure they are installed correctly, and will adequately hold your hood closed. You need to cut holes into the hood with the template provided in the kit, and anchor it to a solid point on the radiator support.
