will this work with a .75" ball?

No. In my opinion this would not close enough to be tight. It's rated for 1" and anything less looks unlikely given its' build tolerance.

Is this too bulky for a motorbike? All the customer images show this inside a car ... anyone have this on the bike handlebar?

Yes, you can use it on a bike. I have used it on a Harley Electraglide, a BMW K1300s, and a BMW R1200GS Adv. Works fine. But see my review. I think it is more bulky and complicated than it needs to be. You can achieve the same with simpler RAM options. But yes, you CAN use it on a bike.

Will it work with a 16mm ball

The description reads that it's for 1 inch balls, so I don't believe it would work at all with 16mm balls.

Can I easily rotate it from vertical to horizontal without loosening anything?

No, the rubber-coated RAM balls are designed not to slip. In order to rotate any ball or the central pivot, the corresponding wingnut must be loosened first.
