Do you have an existing Router and don't need this Router for the DHCP Functions? If Yes, then buy an Unmanaged Switch. It will be much cheaper and there is no functionality needed that justifies the extra cost for the router. If No, and this would replace your current Router, then "Yes, you can". You can turn off the Broadcast SSID and only use it with Ethernet Cables if you wish, and it will act as a DHCP server and hand out IP addresses as intended.
