What is the best ring size adjuster for girl with 3.5 ring size

This product "Brand: litumfen" should work fine. I have them on a 4.5, 5, & 6. You can trim them for an exact fit. If the ring is extremely too big, there is probably not a ring size adjuster on the market with which you would be happy. I really love these. There are several widths to fit various styles of rings.

can this resize from 8 to 6 in women's?

No. If it’s more than 1/4 - 1/2 size too big you are better off taking to a jeweler.

Do any of your ring sizers come in 10 an 11 ring?

Yes. Most of these are too big for my ladies rings. Most of these look like they are made for a man's ring. I wouldn't buy them again. Too bulky.

Would these work on a bangle bracelet to make it smaller on my wrist?

No. I don’t think it will work for that particular thing. More for rings I think.
