Are you meant to wash your face with water before using it? Or is it meant to be used on dry skin?

I use it on dry skin, I believe that's the correct use from what the bottle says. It goes on like foam, it's very light. I leave it on for longer than directed, it's light and not harmful.

The ingredients above lists "Fragrance (Parfum)." What is the scent?

The scent is very light, nothing intense or pungent
