No. Buy the blade for plastic film separately. It also works with paper roll masking.

Can I use the masker just for the tape without the film?

I think it would work though without film or paper it might be hard to grab the tape for the next piece. When I put down just tape, I tear it by hand.

What size tape & paper should I order with this?

I use 12 inch paper and 1 inch tape, it's worked fine for most projects. You can also use plastic rolls aka tape and drape in which I would use 1 1/2" tape.
