I can't answer about the pdf but the files are calibrated for Rockwell hardness for metals, not Mohs scale for rock.

Our tool is in Japanese. But we can send you a simple English document on how to use this tool in PDF.

Are these files good for measuring the hardness of soft steel such as hot or cold rolled or only good for tool hardened steel?

The files only go down to 40 Rockwell C, so they won’t give you any information on mild steel. They can tell you if a hardenable steel arrives with any prehardening, meaning you have to temper it before machining.
