I wear 34" so would it be better to get 36"?

I'd go 36 yes.. these run smaller.. I almost would say 38.

what size fits a 31-32?

Medium fits well at first, but they shrink quite a bit. Mine are almost too tight now with not too many washings. I would say go with large, velcro at waist makes adjustment pretty easy.

What size equals to the size 32x32

They are just a tad bigger then what you would expect. Me at 36 they would be a small 38 they are just a Ted bigger than what you would expect. Me at 2:36 they would be a small 38 which was perfect because I can wear long underwear underneath
