The water tower is not very sturdy, it literally just sits up on the side.

Can I remove the legs for storage? If so, how?

Yes, absolutely. When it comes, you have to put it together, The top piece and the 4 legs. Just pull the legs back off and stick it all back in the box. I bought two of these, one for my daughters house and one for mine. My daughter's doesn't have the sand section. We just use both sides with water instead of buying sand at my house.

And the cover is only for one of the sides, right? it does not close fully the whole toy?
