Yes, it is plush and soft to cuddle. I returned the one I bought because the voice scared my granddaughter and made her cry. She loves to play peek-a-boo and I thought this would be fun for her. The time between the peek-a-boos was too long for her attention span too as she lost interest waiting. She was 11 months old at the time, so maybe too young? Other than those 2 things, the bear was very cute and soft. I don't remember the battery pack being a problem.

I don't know, you'd have to ask the manufacturer. I only know it's cute as can be and I found one in a thrift store that was still working.

This bear is the perfect size for any little baby. I gifted to my Granddaughter when she was 7 months old and she is still pkaying with it. My daughter says it is her favorite toy! Size is 11.5 inches.
