How is this price justifiable for just the board alone?

Accepted Answer

Not at all, only a fool would pay 3 - 4 x MSRP for anything.  
There are still Pis available from authorized dealers, but you have to get on some waiting lists, and when the place gets any in, act fast to beat the 'scalper-bots'
There are also several alternatives, like the Rock Pi's and Orange pis
Luckily, there's light at the end of the tunnel. Eben Upton of Raspberry Pi Foundation has said just last week that production is ramping back up for 2023 thanks to them producing their own chips in the UK and not being reliant on the Asian factories.
In the meantime, take note of these scalpers, and avoid them in future.

How is the price justifiable . I can literally get the board and extra components for 20$ cheaper?

Accepted Answer

It's the middle of July in 2023 and Adafruit is sending emails for restock of units at MSRP. DO NOT encourage these scalpers at the inflated prices they have set. Save the money you were going to blow to get it now at a high price and buy one at MSRP, then you can take the savings and spend that on accessories.

The 8GB version is largely available now at retail price.  That’s why the scalpers cut their price in half.  Adafruit and Vilros drop them in batches on their websites.  Limit one per customer.  They send out notification emails only to small groups at a time on a first come first serve basis.  So skip that and just bookmark the product pages and refresh them a few times a day.  Adafruit likes to restock at 10am cst or so.  Vilros is kind of random, including the middle of the night.  The full list of authorized retailers is available on the Raspberry Pi website.

Is power supply adapter included?

My purchase is the model 4b.
No power supply is included.  You do not want to skimp in this area.  3 amps is recommended.   There are some good YouTube videos of the model 4b demonstrating actual power consumption.  If powering from your PC or notebook, check the power availability through the built-in USB ports.
   You can use the usb c connector for both power and data.  
   As an afterthought:
   In my neighborhood  we have to pay attention to good surge suppression.  Do not  "daisy-chain" surge suppressors and Un-interruptable power suppliers.
