can this be used over regular polish or only gel?

not sure if your question only applies to the top coat or the color gels as well. I often use a standard base coat underneath the colored gel. I have put the topcoat on standard nail polishes. I recommend you try it either way. The gel polish lasts quite a while with or without the topcoat.
