If I understand your question, by itself, no. It is an additive. You can add it to unfortified thin set and comb it to the cap. Let it cure for 24 hours and then place in a setting bed that has also been fortified. The latex will keep it from freezing and as an additive instead of water, there will be less shrink stress.

My red brick chimney has a crack (8 vertical feet). Want to use red morter to patch it. If I pretreat the brick with this will it help the bond?

I want to say yes. The product works. Not sure about mortor application personally, but can't see why it wouldn't. You could always contact their customer service and ask, but I liked the product...

Does it dry white or clear?

Depending on product you are applying it to, usually clear but sometimes slight milky color.

Do you mix this with sand topping cement as replacement for water for thin horizontal applications?

I would check to see if anything is mixed in with what you're using. A lot of 'topping compounds' have a bonding agent mixed in. If its straight cement, it should work, the bonding adhesive sill set it off so I would do a test run first.
