Do I need to remove filter to use this product?

You don’t need to remove filter pads/floss. You would want to remove carbon/purigen/etc. I would also shut off your skimmer as it could cause excess foaming.

Is this the same as the Prime or do you use both?

No, this product is more specifically used to reduce stress when transporting or cleaning. It also has antiseptic properties for the fish. Prime is better for when ammonia is the issue or if you are cycling. You can use both products, alternating between the 2.
