What era from this ships service does this model represent? is it ww1, mid-war, ww2, or museum layout?

This is a model of the Texas as she was at the end of World War 2.  In addition to other equipment changes over her service years, the Texas underwent two major refits.  A modernization overhaul in 1926 (replacement of the original cage masts with tripod masts, removal of torpedo tubes, rearrangement of 5" guns) and a 1942 overhaul where her armament was revamped (removal of several 5' guns and complete upgrade of her anti-aircraft suite) to deal with the threat of aircraft.  It would be simple to change her to match the memorial ship of today, a bit more research to model the pre-1942 armament, and expert modeling to replicate her original World War 1 appearance.

What is it made out of?

Plastic. You're going to need plastic solvent-based adhesive. Most use Revell contacta liquid glue and tamiya liquid cement. Don't use modeling tube cement, like Testors. It's messy and it can leave strings of glue behind on your model.

Does this model have the hull?

Yes, this has the full hull. Unlike Trumpeter's 1/700 scale ship models, there is no option to do waterline or full hull.

Why trumpeter do not include a stand with each model that is watt I like to know?

Stands are usually to serve the purpose of protecting the propeller assemblies on full hull models. If the prop assemblies are high enough up on the hull, this is not necessary.
And especially if the model has a high superstructure.mast (New York has a cage mast assembly, for example), a stand can raise the hieght of the model to make safely putting the finished model on a shelf (without damaging the upper works) a challenge.
