Why aren't these bulbs eligible for shipping to California ?

Until a light bulb product is approved for sale under Title 20, a manufacturer or seller is forbidden by California state law to sell the product to any California consumer, with harsh penalties for any violations.

Anybody know the cri rating of these bulbs? (a color rendering index (cri) is a quantitative measure of color interpretation.)

Not quite high enough if you're doing color-critical photography. Outer wise a reasonable approximation of sunlight. Didn't notice any color bands.

how do you recharge them do you screw them into a lamp

These aren’t rechargeable. They are LED light bulbs. Use them as you would any other light bulb. They last longer than incandescent, but when they are done, you will need to throw them away and use a new one.

What # LED is equivalent to a 75watt bulb for my floor lamp?

I can help you find out. Go to Amazon, search for led lights of standard size, find one that produces 75 watt equivalent, then look at the product description and it will tell you the led wattage. For example my 100 watt equivalent bulbs used a 14 watt leds.
