Does the 15 inch work with macbook pro retina 15.4-inch (2018)?

It’s for 2016-2019 MacBook pro 15”. The 15.4” is the nominal 15” MacBook

All I want to know is if it has a power button outside? Can I push a power button without taking it out of dock?

No it does not. That’s one of the main negatives of this vertical dock. An on abs off button would have made this vertical dock “The vertical docking station” to have.
