Is this paintable and Sandable?

It is paintable, just use your finger to fill the crack. I would not sand it.

After application into stucco cracks, what’s the proper way to clean and smooth area? How long do I wait till I can paint over?

Smooth and blend the caulk with the surrounding immediately, but wait a while for painting (the bottle recommends 24 hours, but a few hours is generally enough (just make sure the caulk material is dry).

Does anyone happen to know if it is as hard as the wall when dries up (for patching up the wall)? Thanks!

Yes it does, takes quite awhile before it is fully hardened though

Can I sand it? It is very hard to make it flush. It retracts!

I covered the spot with patching plaster after it dried. Let that dry for a day and the sand and paint. Can’t tell it was there.
