Will this work with abs plastic?

If you are asking will Sikaflex bond to abs plastic, I think it will if you clean the abs with alcohol.

Is this the best product to seal/bind the edges of a rubber/turf (gym) floor to a basement concrete floor?

I think it'd be a great product. Super strong, durable slightly flexable. I've been using it to glue metal roof's down for the past 10 years and no issues.

Can this be used to seal inside of a rim on a spoke wheel?

This should work very well for sealing rim of a spoked wheel. I plan on using this product when I get around to doing mine.
