what is a good all around tip hard or soft

If the cue tip is "rock" hard it won't hold the cue chalk and you won't be able to apply and type of english to the cue ball. So, you want the tip to be soft enough that when properly chalked it won't slip when it contacts the cue ball. But, you don't want it so soft it's spongy.

how hard are the included tips?

I find them to be the typical texture and hardness/softness of virtually every cue tip I've ever used. They are not hard enough for me to have noticed any difference in their playability.

what size tips come with this kit?

2 sizes of tips come: "Smaller" (12mm) and "larger" (13mm). Larger size worked well for myou 2 cues, and the repair kit worked surprisingly well. Overall I was VERY pleased.

Are the cue tips in this kit leather?

Yes, I found the packaging. It says "Leather cue tips" on the box and "Genuine Elkmaster cue tips" on the little bag of tips
