Mine did not have a wiring diagram. I had to take a meter to determine the connections. You stated that the wiring diagram shows the switch is a DPST switch which is correct. What are you asking? If you are asking, "Is the switch a DPST switch?", then yes, it is.

Can I wire it so the red light turn off when the switch is off?

If by red light you mean the switch portion, NO. Its not a light. At least no where in the documentation that I see does it say so.

Are the fuses included with this product?

I have not seen any evidence of fuses. I think you would want to protect for the specific device you are providing power to.
