Can i use this to sharpen a reel mower?

Yes you can, though this is the grease mix and not the water gel (which we also make) so clean up is a bit harder.

What do I use to apply this?

I apply a thin coat or bead around the valve seat and spin the valve at about 200 rpm with a cordless hand drill for 2 or 3 seconds then clean the valve and the seat on the head nothing of it can be left behind, is important to apply a little motor oil to the valve steam before spinning it and also before you assemble the head. It’s important to see that the entire valve seat area contacted the head and also that the entire seat on the chamber was ground 100 % around. I suggest a finer grit like 600 or finer if for titanium valves. This work requires watching and interpreting what you are seen and checking without any doubt that your work was done perfect so you know it’s going to work.
