Will these work on a pelican apex 2?

If they have somewhere to clip the connections, then yes it will work!!

Does your kayak need to have 4 rings, 2 on each side, or will it work with only 1 on each side?

It would work better with two on each side (2 in front, 2 in back). But I imagine it would work OK with one on each side provided they are Toward the front Seat area in order to hold the back rest up. I use all four and crisscross the back. It works amazing and is super comfortable!

Will this fit a Pelican Ultimate 100 nxt

Yes and no. You'll need to remove the original seat retaining hardware and add two pad eyes for the (rear) backrest straps, The seat bottom may not fit properly, can't tell how deeply the plastic was molded from Pelican's photos.
