does this reduce down to an 1-1/4" to fit a bike rack?

not this one, this will fit into the existing 2" and convert to an 2" again. It's like having an extended 2" tube to fit a bike rack that uses 2" fitting.

Can you use a locking mechanism on this extension to prvent theft?

Yes, you can use the Heininger 6001 Advantage SportsRack 2" Threaded Receiver Trailer Hitch Lock available for purchase at: http://amzn.to/2zp36nu

Is a specific hitch cover made for this extender? Std covers have hole 2 1/2" from end. This has hole 2" from end.

My Curt 2” receiver works perfectly fine with this. I use this extension for my bike rack on my jeep. Works great to clear the rack beyond the spare tire on the back. Been using it for about a year and a half and still holding strong! Definitely recommend!

Can you tell me the distance to the center of the first receiver hole from the back edge? Looks like it might be 1 inch to maybe 1 1/2 inches. Thank

Larry I want to make sure I give you the measurement that your are asking about. I measured from the edge of the extension that would insert into the receiver on the vehicle and it is 1 inch to the center of the first hole and 3.5 inches to center of the second hole. Let me know if this is not the measurement you need.
