Is this a rebranding of dull cote? i can't seem to find testor's dull cote when i search.

I did not use Dull Cote from Testors but this product has that effect- it provided a semi-matte/ matte top coat

will this work well on bare plastic gundam model kits that are not painted?

Should work fine on bare unpainted plastic. It is a synthetic lacquer and is not as hot as traditional organic lacquer.

Doing my first repaint attempt on a thrift store Barbie. Would this be good to seal her face, before and/or after painting?

Yes, this is perfect for both before and after sealing if you are using colored pencils, pastels, or acrylic paint. I don't know what it would do with oil paint. Be sure to mask off her hair first, because it will stick her hair together and make a mess. I used this on a Mego doll a year ago and her face is still perfect.

Are these cfc free? (remember that ozone thing we need?)
