Can the PC version of GTA V be activated on Steam?

Can the PC version of this be activated on Steam? I ask because the digital Download is $59.99 and says Steam, while this $39.99 version does not.

Will it be shipped out on DVDs or Blu-ray discs?

Seven DVD's, and probably a Steam activation code. So you have a choice...install seven DVD's one at at time, or wait 10-30 hours for a 65 GB install.

Does this come with the PRE-ORDER $1,000,000 in game money ? Like the other stores offer.

I just saw this on Rockstar's blog, looks like the answer might be no."To clarify for @justwhut and others asking, the free bonus game and the extra GTA$300K via Rockstar Warehouse is only available for everyone who pre-orders the digital download of GTAV for PC (until February 1st).
