Does this work without an amp?  That's why I bought it, but it doesn't seem to work without an amp

Yes, it works without a traditional amp, but it is only a practice option and cannot replace an amp. The basic premise of the device is to use your smartphone and related apps on your phone as the amp/effects.  You need to install some sort of software on your phone to process the signal coming out of the device which will be then played out of the head phone jack on the TC Helicon interface. TC Helicon / GOGuitar offers several apps (Perform V and Go Record), but they are not the only ones that will work and there may be better sounding apps. Most apps with a combination of amp and effects will charge monthly or annually you to have a nice sound including reverb, delay, chorus, distortion etc. Some apps will also allow you play against background songs.

You will want to close all other apps on your phone and put it in full power mode otherwise you will have latency and noise issues that make it difficult to play. Hope this helps.

Will this work to plug in my electric bass into bandlab to record tracks to send out?

This is more of a practice tool IMHO and you would likely have more noise and latency than with real world equipment. But I believe you can convert the signal from the 1/8th headphone to a 1/4 jack or other format and use it if you so choose.

Is there a way to plug my amp and pedals into this?

Yes. You would run your guitar into your pedalboard and then directly into the guitar input jack on the interface.  Then run another 1/8 cable from the monitor output on the interface into either the fx return of your Amp or direct in front of your Amp. Hope this helps
