No it does not just the stamper and scraper

Do I have to use konad stamping plates or can I use other brand stamping plate?

You can use any brand of stamp plates. But know that some plates are not etched as deeply as others and the images will not transfer as well.

Why doesn't my stamp work with shany nail art image plates

I am not sure, are those the only brand of bail stamping plates you have? And what kind of polish do you use!

Do you do the stamping after you have finished doing the gel polish process or before doing top coat?

I've never used gel polish but always top coat after stamping.. so if you top coat the gel, then stamp, top coat again
