I don't think the chrombook would fit. There is an internal pouch whose opening is 9.75 inches.

Is the outside material hard or soft?

Soft but durable. Sort of like a weather resistant jacket might feel like. Idk. I bring my tablet everywhere and I've had no issues with the case. It's still in good condition. I think it takes a beating. I wanted the case so I could carry it around when I walk my dog 5x day. When I'm not using it I carry it around in my bag so I need protection from daily abuse. I would prefer a longer handle but other than that itworks well for my use. Good luck!
