Don’t know, I used this charger to replace a Harbor Freight tool battery charger, it works perfectly.

will this work with earthquake xt brand (harbor freight) polisher?

Works w the hf ratchet. I’ve not seen the polisher so i don’t know if it’s the same little battery but I’m going to guess it’s the same.

Will this charge ab1242la battery?

On the box it says its for AB1207L series batteries. I don't see anywhere on the box or in the directions that allows alternates.
