Question 1

This sounds like what I need as it is stranded and high gauge but my question is:  Is it flexible?  Some stranded wire has a very stiff insulation.

Eh, it's not the most flexible stuff I've ever used, but it's not that stiff either. It's about on par with any other low count stranded when it comes to flexibility. In general, the higher the strand count the more flexible the wire. Wire with silicon insulation is usually much more flexible as well. This stuff is nowhere near 'wet noodle' soft, but it can still be bent easily enough.

Is this wire sustible to replace automotive lights?

It depends on the automotive light, and where the wire will run.  If it is in a protected location (say in the dashboard, or in a lamp assembly) then maybe.  This gauge will carry about 7amps max, with derating required for heat and length of wire.  This is enough for something like a glove box lamp, or decorative LEDs, but not for large lights like fog, accessory driving, or your headlights.  Also, this is hobby wire, so it's insulation is not guaranteed to hold up in oily or engine heat conditions.  Check a local auto repair parts shop, or search Amazon for "automotive wire". The box it's in does not specify country or state of origin, so I would assume China. I hadn't used it in months and actually used some black and white wire yesterday and remembered just how convenient this kit was!
