If you have a card in your hand that can be played, can you choose not to play it and draw a new card?

No. You must make a play. If you have a card that is NOT available (someone used a wild card in that spot), you can trade that card for a new card.

how many cards does a player hold in their hand at one time?

Thanks for your inquiry, Janet. Each player should have 3 cards in their hand at the end of every turn. If we may be of further assistance, please contact us directly - pressmantoy.com/questions.

Trying to see if I have a full deck. How many of each animal are in the deck of cards?

There is one card for each square on the board plus the wild cards(4). So I believe 2 of each animal.
