Can the radio transmit and receive on channels 22A, 83A, 143.28MHz, 123.1MHz, 122.9 MHz, ALL 156-158MHZ, 2670KHz, and/or 2182KHz

This radio can only TX between 134-174 MHz. It comes with the 88 marine band frequencies built in and also allows for up to 40 LMR VHF channels to be programmed within this frequency band.

When the radio is in the desktop charger you cannot transmit while in the charger. you have to remove the battery to re-set it.

All I have ever done is remove from the charger & it works as it should. I have never removed the battery. Good luck, maybe contact Horizon of this issue?

What programming software should i use for the 40 lmr channels ? yce13 does not work.

YCE13 is for the HX380 & HX400 with firmware version 2.0 or later. The CE138 may work for your radio.

Can the radio receive on two channels simultaneously?

The radio can scan or dual watch a couple channels but no, it cannot receive two channels simultaneously.
