Must the puzzle be complete to use?

No! You can roll he puzzle and the loose pieces up anytime. The partly completed puzzle and all the loose pieces on the mat stay where you put them. I love mine. I have cats who used to love to mess with my puzzles pieces. The mat put an end to that!!

Is this have a heavier felt piece or on the thinner side?

This was a gift for my daughter! She says they love it and use it a lot! Regular Felt...
