Do you know how well these work with a Shimano Deore 9sp long cage derailleur?

It will not be a problem. This shifter is compatible with Shimano all 9s derailleur.

Can the rear shifter work in friction mode, or index only?

The m96 is index only and only works with shimano style, 2:1 pull ratio rear derailleurs. But it is a nice little jobbie for the price.

What's the maximum clamp diameter?

I am not sure of the maximum clamp diameter, but it fits a standard MTB bar fine. So if you are going to use it somewhere other than a handle bar, I would make sure it is close to the same diameter. I do not now how much you can spread the clamp. I also should have stayed with Shimano trigger shifters. The Sunrace just is not as precise with my LX derailleur.
