Q: Do the APs come with ceiling grid mounting brackets?

"The AP ships with two (black) mounting clips to attach to a 9/16-inch or 15/16-inch flat T-bar drop-tile ceiling." http://www.arubanetworks.com/assets/ds/DS_AP310Series.pdf However, if mounting to a solid ceiling or wall then you would need to purchase a mount.

Q: Does this device repeat / boost an existing Wi-Fi signal? Or does it require an ethernet cable to be plugged into it?

It does boost an existing wifi signal. It is really designed to be hardwired in using ethernet. There are ways it can wirelessly repeat the signal but there are other limitations when using the device like that.

This is confusing. I have several Aruba AP's and never experienced this kind of a problem.

Aruba probably does not give the range for this AP probably because these are commercial access points and several of them are installed in a building. If you assign an SSID for the first one, the others you install in the same building joins the same network and can be moved around. All the devices use the same SSID and they can be moved around in the building and access the same SSID and get a good signal when it is close to another access point.
