Can the section that is hinged be turned over? Is mounting it "upside down" possible, and if so, would it work better?

Not really, the handles could not be used if the grate was upside down. I don’t see any reason for wanting the grate pointed down.

What is the size/gauge (diameter) of the wire that this is made out of?

It appears to be at least 25% heavier gauge than the standard Weber grate. It is very strong and pure stainless steel.
