No, only contains the Elza Walker costume. Digital Deluxe Edition contains all other outfits etc.

Anyone know why this is unavailable to pre-order from Ireland? It's the first game I've ever come across with this problem.

You can now, it seems it depends on how close a game is to been released and I notice they do this with some games for here now, just wait till closer to release basically all come available to order then. Perhaps they wait till they have a better idea of stocking levels or something.
