can you adjust the tension as your foot becomes stronger?

The instruction booklet says that when you are strong enough you pull the tension pedal back and then scoot your foot back farther on the pad. This makes the spring tighter so you get more tension.

Would this build strength in my weak ankles and arches?

It helps signficantly to strengthen your arches. By fixing your arches, you are also strengthening the whole foot and taking excess pressure and stress off of all the other parts of the foot and ankle. So yes, I have found that this strengthens my whole foot and ankle after my ankle surgery. This was also one of the good exercises given to my when I was doing professional PT after the ankle surgery. But it also needs to go with a range of other exercises since it won't fix everything by itself.

There is no difference between the beige one and the pink one.

Can this be used to strengthen a big toe that is healing from a fracture?

Yes this could help strengthening by providing resistance and you grip and stretch your toes. However, it could be too difficult at first if the toe can hardly bend.
