Can I use this spinner at home Tiles or will it scratch them

Even though the spinner has a smooth surface in the bottom, it will scratch. I put a towel down ion my tile floor, and then I laid a large spare 20” tile I had onto the towel. I protect my good floor with the towel and my spare, loose tile gets scratched. It works well

Will this work on carpet ?

no - you really need a hard, even, smooth surface to minimize friction. Wood floors (interior...as in varnished/polished, not rough or painted slats like on a porch) work well (but if you keep doing it in the same place, over time you will see the wear and tear... it is impossible to keep the contact between spinner and floor completely grit free). Even better are SMOOTH cement (this would be cement that is very fine grained and somewhat polished like you might find on a counter top, or on interior floors of warehouses etc., not ordinary sidewalk cement), laminated floors (vinyl, fake wood as long as it is smooth, very minimum texture), linoleum etc. Grouty tile stuff, no matter how smooth the actual tiles, no good. Rubberized rink floors... no good. For a rink where there is only the rubber floors, I have a round laminated vinyl fake wood table top (about 36" diameter) that I roll from my car into the rink and use as a spinning surface. To protect my wood floors at home, I have a 1/4" thick clear plexiglass sheet about 40" square that I spin on... this after I saw how much the spinning was scratching up my floor, ...believe me, my standards are pretty low when it comes to caring for my floors, and yet the spinner damage was too much even for me. Carpet - no matter how flat, how hard the underlying surface, how short the pile - it just makes too much friction, it will slow you down so much that you'd be better off spinning in your socks in the bathtub.
