Yes. I haven't used them yet but all you have to do is open the tube and load them

Why does it say it's a hard reusable ball but also says it's a pepper spray ball?

I only shot two of them but that's all I needed to see, I would not trust to incapacitate a person but 2 shots from these first and a warning the next are not pepper balls might be good that's how I loaded my mags 2 pepper and 4 aluminum balls that should do it
