Do I need to use water for pearls to float?

Not necessarily but water makes it look gorgeous!

Can I use with water beads

I suppose you could. The look would be very different. It the water beads were clear it would probably be fine, but if the beads are colored I don't think you'd even notice the pearl strands.

how many tables will 2 sets do?

I put two strands in a 9" tall vase. 24 strands covered 12 tables. Not more than 2 strands in each. They are really pretty. They look beautiful floating in the tall slender vase. I put a ring of greens around it and a floating candle. Hope this helps. Good luck. Highly recommend.
