No. It will only extend the range of the lens by 1.4 times.

What kind of adapter is recommended for this??

There is no adapter needed. You must have a Canon EOS R, R5, or R6 camera to use it AND an RF lens. That is what the RF in the product description is all about. My experience with the EOS R5 and the RF 100-500 lens is that the 1.4 works beautifully.

No, this extender will not work with the 90D because it is for the EOS R bodies, like the R, RP, R10, R7, R6, R5 and R3. It is also only compatible with these select Canon RF lenses - RF600mm F11 IS STM, RF800mm F11 IS STM, RF100-500mm F4.5-7.1 L IS USM. In addition, The Sigma 18-300mm lens will not accept an extender on the rear mount because the rear element is not recessed.

I own the rf 2x. it's pretty good. any opinions on whether the 1.4 has image quality superiority enough for an amateur to justify the extra $500?

The only difference between the two I can think about is that the 1.5x allows for a little more light to pass though. While I have the 1.5x extender, I still haven't use it since I purchased it. You will have to consider the number of times you may attach the 1.5x to the lens instead of the 2x extender. Now, if the RF 100-500mm lens that I use would have a fixed aperture of f/4, then both the 1.5x and 2x extenders would be perfect.
