Can this be set up so that it doesn't rotate but stays stationary? I want something that can stand on concrete and aim hose at one spot.

Had for a year, starting to leak wt the hose connection, any suggestions to fix?

Mine leaks as well. Not at the hose connection but where the female fitting connects to the tripod. Nothing is adjustable or made to allow access to replace seal. Water comes steaming out along the green down tube. Seems like a bad design. Where the hose screws in does not leak at all.

How do you set it for full circle?

You can have full 360 rotation by lifting the metal tab that normally engages with the stops on the sprinkler head. That tab moves with the sprinkler head and if you lift up on it, positioning it from a vertical to horizontal, the sprinkler head will no longer engage with the stops and travel a full 360 degrees

No water is coming out. I have water coming out the attached hose. The valve is turned on. It leaks water from the top area but why no water?
