This booster does require power. It can be plugged into the wall, or into a USB port in the TV if you have one there.

I get great reception on my tv (full bars), but running it through my channel master dvr, i can't get signal on some. will this help?

It may if it the reason that you are not receiving the channel is that it needs a small amount of amplification. Look at the signal meter on the dvr. If it shows a small amount of signal then amplification may help to give enough signal strength for the dvr tuner to lock on the channel.

Can two antennas be boosted to one TV using a splitter?

I did this with a Splitter and it improved the reception because each Antenna was pointed in a different direction helping me get additional channels to one TV.

Yes... It is a powered amplifer. You can either plug it into a wall receptacle or a USB port. If your TV has a open USB port you can power it there.
